While this might not seem like the logical way to do it (any writers and dungeon masters will create their world before drawing it out on a map), it actually makes a lot of sense! People’s identities are largely shaped by the lands that they live and/or travel in. Seafaring folk tend to have a different attitude and ambition than nomadic peoples of the great planes. And both of those groups would be different than forest dwelling folk. What a culture values and what skills they develop is heavily influenced by their natural setting (geography and climate).
